On February 18, 2025, Parents Defending Education and the Defense of Freedom Institute (DFI) sent a letter to James Braid, Director of the White House Office of Legislative Affairs. President Trump had directed that office to draft bill text writing into law certain definitions from Executive Order 14168, “Defending Women from Gender Ideology Extremism and Restoring Biological Truth to the Federal Government.”
Both groups have a strong interest in protecting Title IX of the Education Amendments of 1972, which guarantees equal educational opportunities for women and girls in federally funded schools, colleges, and universities, and in defending the law from efforts to dismantle it. DFI and PDE each sued over the Biden administration’s 2024 Title IX rule, which illegally redefined the law to ban discrimination based on “gender identity” and forced schools to let biological males use facilities set aside for women and girls. Their lawsuits, brought with other plaintiffs, blocked the rule in eight states before a federal court in Kentucky struck it down entirely on January 9, 2025.
The letter thanks President Trump for his landmark executive action to protect women and girls from gender ideology in American education. It also offers a draft model law that would write the President’s definitions of “sex” and related terms into Title IX, along with other provisions to restore the law’s original meaning and protect it from future changes by unelected federal agencies.
