San Francisco Unified School District has “Queer Trans Parent Advisory Council”; one member has “Meow” as preferred pronoun; council advocates to remove gendered restrooms from schools

At a meeting on April 14, 2026, the San Francisco Unified School District’s Board of Education held a meeting where the district’s Queer Trans Parent Advisory Council (QTPAC) gave a presentation giving recommendations that the board should consider. The district explains in a webpage dedicated to QTPAC that the council was created “to provide a space to listen and take action to create more welcoming, affirming and supportive schools for 2SLGBTQIA+ students and families.”

Two of the presenters for QTPAC at the meeting notably had preferred pronouns listed by their names. One had “meow” listed as a pronoun while another had “they/them.” In an article dated January 2025, the presenter with the pronoun “meow” was described as “the parent of a 15-year-old transmasculine 10th grader enrolled in the district.”

In a slide of the presentation titled “Highlights” for 2025-2026, QTPAC explains that it had “approved and distributed 2 surveys (PE survey for students, Training survey for staff and educators)” and “investigated physical education requirements and options at comprehensive and alternative schools.”

The next slide states that “~30% of SFUSD Students are Queer or Questioning” and that “~6% of SFUSD Students are Transgender or Gender Questioning.” The group also explains that “more queer and trans people are fleeing to SF” and that “not all families are welcoming to queer and trans people.” As a result, QTPAC is asking for “continued allocation of resources and focused attention on our community’s needs.”

The following recommendations are then given to the Board of Education:

  • QTPAC requests that the District provide a mid-year [in January] and an end of year report highlighting the progress toward 100% compliance with California Education Code Section 218.3 requiring all SFUSD certificated staff serving grades 7–12 to receive at least one hour sexual orientation and gender identity training per year starting August 2026.
  • QTPAC requests that the District provide an annual report at the beginning of each school year in August on the data from the previous school year highlighting the progress toward 100% compliance with California Education Code Section 218.3 requiring all SFUSD certificated staff serving grades 7–12 to receive at least one hour sexual orientation and gender identity training per year starting August 2026.
  • In addition, QTPAC recommends that LGBTQ+ Student Services develop an optional training module with similar content for other SFUSD staff to take this training, including staff serving students grades preK through 6.
  • In addition to providing at least one ADA / All-gender restroom in schools per SB760, provide an All-gender, safe changing room/space at every school site that offers physical education courses and currently has binary changing rooms.
  • Define clear district-wide pathways for PE independent study, with varied options, that meet state mandated requirements.

In an appendices section, QTPAC provides the additional recommendations:

  • Expand LGBTQ+ student support services both increasing number of positions and additional funding.
  • Eliminate PE changing requirements for all students, instead implement a districtwide policy allowing Middle and High School to choose their own active wear attire for PE classes. Nowhere in the state curriculum standards does it say that changing clothes is important to implementing the physical education curriculum. This is a mental health issue for ALL students, not just LGBTQ+ students.
  • Cohost an SFUSD LGBTQ+ community event with QTPAC.
  • Make all SFUSD restrooms all-gender.
  • Investigate and create a public report on whether district forms use all-gender language in compliance with the district’s all-gender language policy.
  • Formally survey all staff who work directly with students about their resources, training and school-site compliance with district policies around anti-LGBTQ+ bullying and harassment using the QTPAC’s preliminary survey instrument as guidance.

The appendices section also features U.S. maps of the past five years of so-called “Anti-Trans Legal Risk.” The February 2026 map notably has Kansas, Texas, and Florida labeled as “do not travel” states.
