According to records obtained through a public records request, Poway Unified School District entered into a contract with TransFamily Support Services (TFSS) in July of 2020 that is set to run through the 2022-2023 school year. The cost per year is $3,000. On November 1, 2022 teachers at Garden Road Elementary School were required to attend a training conducted by Kathie Moehlig, the founder of TFSS.

The contract below is signed by Kathie Moehlig of TransFamily Support Services and Marian Kim-Phelps, the superintendent of Poway Unified School District. The contract indicates that the TFSS and the district have partnered in the past as well.
