
Loudoun County Public Schools launches Title IX investigation into three high school boys for voicing their concerns about a girl in the boys’ locker room recording them with her phone

Loudoun County Public Schools (LCPS) has launched a Title IX investigation into three boys from Stone Bridge High School for voicing their concerns regarding a biological girl in their locker room. A biological girl who identifies as a boy had been using the boys’ locker room, according to local reporter Nick Minock. The controversy started when she began to record the boys with her phone while they were in the locker room in March. The school district began an investigation into the boys who voiced their concerns of the girl being in there with them. One boy’s father explained:
He was questioning why there was a female in the males’ locker room. And other boys were uncomfortable [with a female in the boys’ locker room]. There were other boys asking the same question. They [LCPS] created a very uncomfortable situation. They’re young, they’re 15 years old. They’re expressing their opinions, and now they’re being targeted for expressing those opinions.
The father explained that he did not think his son “should be punished for expressing his First Amendment right and being able to ask questions.” He wants the school district to dismiss the investigation.
The school district currently has a policy in place titled “Rights of Transgender and Gender-Expansive Students” that was adopted in 2021. The policy explicitly states that students can use the restrooms and locker rooms that match their preferred gender identity. The boy’s father explained that he thought the district “should repeal the current policy.”
Hundreds of parents and community members showed up to a LCPS board meeting on May 20 to show support for the three boys. As the meeting took place, board members Melinda Mansfield and Anne Donohue reportedly interrupted parents on multiple occasions and threatened to prohibit any more people from speaking. Mansfield recessed the meeting at one point.
Virginia Governor Glenn Youngkin and Attorney General Jason Miyares have opened an investigation into LCPS for the district’s handling of the situation. Youngkin explained in the announcement:
It’s deeply concerning to read reports of yet another incident in Loudoun County schools where members of the opposite sex are violating the privacy of students in locker rooms. Even more alarming, the victims of this violation are the ones being investigated—this is beyond belief. I’ve asked Attorney General Miyares to investigate this situation immediately so that every student’s privacy, dignity and safety are upheld.
