Defending Ed Supports the Department of Education’s RISE Regulations That Will Reduce College Costs and Save Taxpayers Billions

On May 1, 2026, the U.S. Department of Education published a final rule in the Federal Register entitled “Reimagining and Improving Student Education—Federal Student Loan Program Final Regulations.” The Rule implements the Working Families Tax Cuts Act of 2025 by carefully defining what constitutes a “professional student” for purposes of higher graduate loan borrowing limits according to the law’s clear meaning. That definition advances Congress’s goal of helping students by addressing runaway tuition rates and student loan debt in higher education, and encourages institutions of higher education to curb the costs of their degree programs.
On May 13, 2026, Defending Education joined a coalition of other education advocacy organizations in a letter to the U.S. House Committee on Education and the Workforce and U.S. Secretary of Education Linda McMahon, applauding the new rule and anticipated student and taxpayer savings.
